What is the Teacher’s Charter

The Teacher’s Charter is an instrument provided for by Law no. 107 of 2015 (the so-called “Buona Scuola”) which allows teachers to access, via a specific web platform, a bonus intended for professional updating and training.

How it can be used: traditional spending categories

Through the shopping vouchers generated by the Card it is possible to purchase books and texts also in digital format, hardware and software, registrations for refresher courses at bodies accredited by the Ministry, registrations for degree or master’s courses relating to the professional profile, entrance tickets to theatrical and cinematographic performances, tickets for museums, exhibitions, cultural events and live shows, as well as initiatives consistent with the Three-Year Training Offer Plan and the National Training Plan.

The big news for 2025/26: green light for transport

The main innovation introduced for the 2025/26 school year concerns the extension of the scope of use of the Card: Minister Valditara intends to progressively transform it into a welfare tool for school staff, and starting from this year it will also be possible to use it for the purchase of transport services, including public transport season tickets and train and plane tickets. The other spending categories remain confirmed. The restriction for the purchase of hardware and software remains in force, permitted at the time of the first disbursement and subsequently every four years.

The amount: around 400 euros

The amount of the Card will be defined by the inter-ministerial decree expected in the next few weeks and should be around 400 euros, reduced compared to the 500 euros originally envisaged by the founding law, as a consequence of the expansion of the number of beneficiaries.

Transport for those away from home: no obligation to justify the trip

On the topic of transport, sources from the Ministry of Education have clarified to Fanpage.it that it will not be necessary to declare the purpose of the trip in order to use the Card: teachers away from home, for example, will be able to use it to return to their city of residence during the holidays, without having to demonstrate any connection with professional development. “It will not be necessary to specify the purpose of the trip, the purpose of the trip is irrelevant,” the ministerial sources specified to the online newspaper.

The 270 million European funds for PCs and tablets on loan for use

In parallel with the Teacher’s Charter, schools will receive 270 million euros of European funds to cover the training needs of teachers. Institutes will be able to purchase PCs, tablets and books to loan for use to teachers who request them. Added to this are further resources estimated at approximately 240 euros for each teacher, intended for participation in the training courses identified by the Teaching Board in the annual plan.

The basic idea, as Valditara himself explained, is to clearly distinguish the costs of training – increasingly borne by European funds and managed directly by schools – from the costs linked to the Teacher’s Card, which will have to become “increasingly a welfare card”, with the aim of extending it in the future also to ATA staff.

Who can benefit from the Teacher Card?

For the 2025/26 school year, the bonus will be granted to teachers with permanent contracts (including newly hired and part-time workers), to teachers declared unfit to teach for health reasons, to those in positions of command, secondment or out of role, to teachers in service at Italian schools abroad and in military schools, to teachers with fixed-term contracts until 31 August 2026 or until 30 June – even with non-scheduled working hours. full time — and to teachers who have received favorable sentences. The disbursement is expected in the next few weeks, subject to the issuing of the inter-ministerial decree which will define the criteria, methods of assignment and the exact amount of the bonus.
