THE’AGCOM has made it official creation of a register of relevant influencers with resolution no. 197/2025, accompanied by the publication of an online registration form available at this link. It’s not a professional register like those of doctors, lawyers or journalists, but of an administrative tool designed to guarantee transparency, responsibility and fairness in online communications. The goal is regulate the work of the most followed content creatorswhose influence can directly impact audiences, from younger followers to casual users.
The register follows the introduction of Guidelines and Code of Conduct for Influencerstools with which AGCOM defines limits and responsibilities precise for those who work on social media and video sharing platforms such as YouTube, TikTok, Instagram, Facebook and X. In practice, it is officially recognized that being an influencer is a real job, with rules and obligations to respect.
Who is obliged to register
Registration in the register is mandatory for all content creators who reach at least 500,000 followers or a monthly average of 1 million views on their channels. In Italy it is estimated that the interested parties are approximately 2,000among which they are included Chiara Ferragni, Fedez, Khaby Lame, Gianluca Vacchi and well-known faces from the world of video games such as Favij and CiccioGamer89.
The online form requires the entry of name and surname, company name, nickname, number of followers, views, contact details and loading the identification of the legal representative, if applicable. This allows AGCOM to verify compliance with the rules set out in the guidelines.
Sanctions and responsibilities
Those who do not respect the Code of Conduct are at risk heavy administrative sanctions. Violation of the rules on the protection of minors can occur up to 600,000 Euroswhile hidden advertising and contents that are not clearly identified, such as those generated byAIthey can cost up to 250,000 Euros. Influencers must also guarantee correctness of information, respect for human dignity and prohibition of discrimination, hatred and violence.
Registration in the register does not penalize those who already operate correctly, but is essential for those who exceed the threshold of followers or views. Users themselves can report violationsgiving AGCOM a tool to quickly intervene on controversial profiles and guarantee more transparent and secure online communication.
