Thirty-five thousand euros of ISEE is the level around which a large part of the Italian welfare benefits are concentrated in 2026. Not all require exactly that amount – some stop before it, one exceeds it -, but understanding which measures overlap and which exclude a specific income range is the first step to not leaving money on the table.
Universal single allowance
The most structural measure remains the single and universal allowance for dependent children, payable for each child up to the age of 21 (without limits for children with disabilities). In January 2026, the average amount per child stood at 174 euros, with a range that goes from around 58 euros for those who do not present an ISEE or exceed the maximum threshold of 46,582.71 euros, up to 223 euros for the minimum ISEE class, set at 17,468.51 euros. Those with an ISEE of less than 35,000 euros fall into the intermediate range, with an allowance significantly higher than the minimum. The 2026 amounts reflect the annual revaluation of 1.4% based on inflation recorded in 2025. If your application has already been accepted you will not have to resubmit it, because the disbursement continues automatically.
Nest bonus
The nursery bonus covers the fees of authorized public and private nursery schools for children under three years of age. From 2026 the application, once accepted, remains valid until August of the year in which the child turns three, without the obligation to reapply every year. The amounts vary based on the child’s date of birth: for those born from 1 January 2024, the contribution reaches 3,600 euros per year with a neutralized ISEE equal to or less than 40,000 euros, while for those born previously there are three bands – 3,000 euros up to 25,000.99 euros of ISEE, 2,500 euros between 25,001 and 40,000 euros, and 1,500 euros above that threshold or in the absence of ISEE. The application is submitted on the INPS portal with SPID, CIE or CNS.
New born bonuses
For each child born, adopted or in pre-adoptive foster care between 1 January and 31 December 2026, INPS provides a one-off contribution of 1,000 euros. The service for submitting applications opened on 14 April 2026 with INPS message no. 1268. The ISEE threshold required is 40,000 euros, calculated with the new indicator for family benefits and inclusion, which neutralizes the amounts already received as a single allowance. The application must be submitted within 120 days of the event; for births that occurred before the opening of the service, the deadline is set for 12 August 2026. Psychologist bonus
The psychologist bonus is accessible up to 50,000 euros of ISEE, but those who find themselves under 35,000 euros obtain a more substantial amount. The benefit is quantified in three bands: up to 1,500 euros for ISEE less than 15,000 euros, up to 1,000 euros between 15,000 and 30,000 euros, and up to 500 euros between 30,001 and 50,000 euros. Each session is reimbursable up to 50 euros. For 2026, applications are not yet open: based on previous years, the window should open in the second half of the year, probably between September and November. The voucher, once assigned, is valid for 270 days and the first session must be carried out within 60 days of the application being accepted.
Bonus school books
For high school students, the 2026 Budget Law (L. n. 199/2025) has established a 20 million euro fund for the purchase of textbooks, paper or digital. The ISEE threshold is set at 30,000 euros. The measure does not pass through INPS, given that the resources are divided between the Regions and distributed by the Municipalities, which will publish their own tenders independently.
