Psychologist Bonus 2025: insufficient funds and tilt portal, so mental health remains a luxury

Expected in the first instance on 25 July, the much discussed click day to access the Psychologist Bonus 2025 was on September 15 with a huge ax: first technical problems on the INPS website, with slowdowns, blocked screens, users who failed to complete the question, then an error in the receipts. And then a boom of requests from the first instant start that is the imperative.

According to INPS, in fact, at the midnight of September 15, opening of online applications, over 70 thousand requests had already arrived, against an allocation of 9.5 million euros. Precisely for this reason, the Institute estimates that only about 6,300 applications can be accepted according to the available resources.

The 2025 psychologist bonus is a measure that many citizens waited as concrete help to face difficult moments of anxiety, stress, depression and psychological fragility. But perhaps, as often happens with emergency measures, those who really need it risks staying out of it. The numbers are clear: limited funds, quick procedures, technical obstacles, and the impression that they are not enough.

What does the psychologist 2025 bonus includes

  • Window to ask the question: from 15 September to 14 November 2025
  • distinct rankings by region and autonomous province. ISEE, and to be the same ISEE, of the chronological order of presentation is taken into account
  • News of 2025: those who do not have at least one session within 60 days of the acceptance of the application loses the right to the contribution

    A few minutes from the opening, at 00:01 on 15 September, 70,959 questions arrived (60,193 from citizens, 10,766 through intermediaries such as CAF) by 18 on the same day.

    But the funds allocated are only 9.5 million euros, well insufficient to respond to all requests. According to INPS, the questions that can be accepted are about 6,300, based on current resources.

    Because that’s not enough

    This state of affairs highlights some structural problems:

    1. Scarcity of resources compared to the real need: according to estimates of the National Council of the Order of Psychologists (CNOP), in Italy there are millions of people who manifest mental health needs but cannot afford psychological paths. A 9.5 million bonus can only cover a minimum part
    2. ACCESS ADDROW: Who has Isee Basso has more chance, but the chronological order becomes decisive – which rewards those who are quick, with good internet connection, time and information, excluding those who are more fragile or less informed
    3. Effects of technological / bureaucratic stress: technical problems and haste to present the demand are additional sources of stress, just when it comes to people who are already going through difficult moments

    What would you need to make the psychologist bonus really effective?

    First of all, more funds, to expand the allocation and allow a greater number of applications to be accepted. Then, more flexible access methods: not only online, but also through territorial branches or with supports designed for those who are not familiar with digital tools.

    An improvement in the platform would also be necessary, with load tests, prevention of malfunctions and immediate assistance when the system gives error. Also important to more popular information is important, to clearly explain who has the right, how to fill in the application and what are the deadlines to be respected, such as that of the 60 days. Finally, the most important step: to guarantee access to mental health as a right, not as a temporary bonus, building long -term tools and enhancing the public services spread in the area.

    The 2025 psychologist bonus is undoubtedly a step in the right direction: he recognizes that mental health must be supported, that anxiety, depression and fragility are not “minor problems” but real challenges. But the race against time, the limited resources, the technical difficulties and the structure of the bonus itself ensure that for many it remains more a missed opportunity than a valid help.

    Mental health cannot depend on the speed with which you click or the luck of being among the first 6,300: it should be guaranteed to everyone, as a right.
