The Italian school has been living a situation of profound instability for years, marked by structural deficiencies, continuous regulatory changes and often inefficient bureaucratic management. One of the most critical nodes is that of recruiting teaching staff: between rankings, updates, unreliable digital platforms and deadlines, what should be a linear process frequently transforms into an obstacle course.
The result is a machine that, instead of facilitating the entry into the role of qualified teachers, tends to slow it down or even hinder it, with heavy repercussions on the quality of teaching and on the didactic continuity in schools.
In the context of an already fragile system, any technical malfunction or procedural error becomes a mine under the feet of precarious teachers, forced to extricate themselves in an administrative labyrinth. The case linked to the dissolution of the reserves in the provincial rankings for the substitutes of 2025 is only the umpteenth example of a management that seems improvised and without concrete protections for those who work in the sector.
What happened, the exclusion from the additional lists
Questions to be included in the additional lists At the first band of the provincial rankings for substitutes (GPS) were opened between 14 and 29 April 2025. Subsequently, by July 3, 2025, the Ministry temporarily reopened the platform to allow the candidates who had obtained the qualification to teach or the specialization on support by 30 June 2025 to dissolve the reserve and thus finalize their position.
However, a large group of teachers involved at this update phase denounces that he has been the victim of a technical malfunction of the ministerial portal Online instances. According to their testimony, despite having completed and sent the request for dissolution of the reserve correctly, the system did not generate the usual summary PDF document and did not send the confirmation email that certifies the correct receipt of the application. In practice, they received a confirmation message inside the platform, but without the two key elements that constitute proof of the transmission.
When the teachers asked for clarifications from the provincial school offices, the answer was clear (and for many unacceptable): it was the responsibility of the individual candidate to make sure of the success of the procedure, including the generation of the PDF.
In the face of this, the teachers involved – many of whom specialized in support or qualified on subject – are now coordinating through Facebook and WhatsApp groups to collect similar cases and evaluate the possibility of undertaking collective legal action. In fact, they believe that it is absurd to be excluded for a technical error not attributable to them, especially considering that the system had given an apparent confirmation.
It is unacceptable that we are attributed to us for a system error – they write on the Facebook group. We followed the instructions, we received confirmation from the application, and now we risk exclusion from the first band of the GPS for a computer problem that does not depend on us.
They made us believe they were wrongly and instead, finding ourselves everyone, we discovered that we are hundreds and hundreds aspiring teachers deceived. The error is of a fallacious computer system of which – for years – nobody wants to take responsibility. We are specialized and we will not be called! He tells us one of the aspiring teachers specialized in support of the averages reached on the phone.
If the situation is not resolved promptly, formal appeals are likely to start, with legal and administrative consequences for the ministry and the offices involved.

Downloading responsibility for users entirely is not only incorrect, but shameful.
We are professionals who have followed the indications of the platform in the letter, trusting – legitimately – in the validity of an unequivocal confirmation message, of which we are in possession.We are many to have lived the same problem. This is not an isolated case: we have been deceived by the message “Application correctly forwarded”, which was actually misleading and deceptive. An anomaly occurred also in 2023, many teachers were victims of the same mistake. The difference is that hours we managed to unite, discovering that we had the same problem, victims of a fallacious computer system. None of us, having already acquired titles, demonstrable logs with times and chronology, and screenshot of the message that certified the forwarding, would have had any interest not to correctly complete the procedure.
We acted in good faith, respecting the deadlines and relying on what was confirmed by the official portal of the Ministry.Exclusion from the additional lists is not a formality. It means losing the possibility of obtaining substitute assignments, entrance in role from the first band and participating in the mini calls on support. It means seeing any work perspective built with years of study and sacrifice canceled.
And all this not because we did not have the requirements, but because a system failed and nobody took responsibility for it.The damage is not ours alone. Students and families will also pay, who risk finding themselves in class not qualified or non -specialized teachers, when qualified and trained teachers have been excluded due to a computer malfunction.
A school that aims at the quality of the teaching cannot allow the fate of the pupils to be decided by a technical error and a mechanism without protection for those who have invested years in their training.Because of this:
