From 2026 for many Italian families the waste tax could weigh less on the domestic budget. In fact, the so -called “social waste bonus” will enter into force, a discount of up to 25% on the tari or on the corresponding rate, designed to support the nuclei in economic difficulty.
Who has the right
According to the provisions of Arera (Authority of Energy, Networks and Environment), the reduction will be intended for two categories:
The facility was designed to intervene in a targeted way, reducing the risk of dispersion of resources and concentrating the benefit on those who face greater difficulties.
With the entry into force of the provision -explains Areti -, it is estimated that about 4 million families with ISEE under the threshold will be able to obtain the discount on the waste tax supported in the previous year.
How it works and why it will be automatic
The real news is that it will not be necessary to submit any questions. Those who have already filed the single substitute declaration (DSU) to obtain the ISEE certificate within the limits envisaged, will see the discount applied automatically on the bill.
The calculation of the bonus will take place on the total due for the waste service, gross of the equalization components, but without considering VAT and extra costs not linked to the service itself.
When the discount will arrive
The discount will start from 2026, but will be calculated on the basis of the ISEE of the previous year. In concrete terms, if in 2025 a family unit will present the ISEE and return to the thresholds, will receive the cut of the Tari in 2026.
The application mechanism will not be immediate: the managers will have until June 30 to insert the reduction in the first useful installment of the bill. If the bonus amount is higher than due to that installment, the remaining part will be climbed by the following installments.
The role of Arera and the Municipalities
To ensure that the bonus really arrives to those who are up to, Arera will monitor the performance of the disbursements thanks to the data provided by the ANCI (National Association of Italian Municipalities). The ANCI must send a report every year with the number of beneficiaries, the total of the facilities applied and other elements useful for verification.
What changes for families
The introduction of an automatic bonus means less bureaucracy and less risks of exclusion due to disinformation or difficulty in filling in questions. However, it remains essential to present the ISEE in profit, because it is from there that the entire mechanism starts.
Support in a context of increases
In recent years, Tari has recorded increases in many Italian cities, linked both to waste management costs and to investments required by environmental regulations. For families with low or numerous income, even a small lightening of the bill can represent concrete help.
Those who want to benefit from the discount in 2026 will therefore have to remember to update the ISEE by 2025, remaining within the expected limits. Other documents or questions will not be requested: the bonus will arrive directly on the bill.
