We have entered the era of global water bankruptcy: but what does it mean?

It is no longer a crisis. And it’s not just stress either. According to the United Nations, a growing part of the planet now lives in a structural condition of water bankruptcy: a point beyond which rivers, aquifers, lakes and glaciers are no longer able to return to historical levels. The concept is at the center of the new report from UNU-INWEH, the UN think tank on water, which marks a watershed in the way we interpret global water scarcity.

The document, published ahead of the 2026 UN Water Conference, argues that many regions are living steadily “beyond their hydrological capabilities”. This is a post-crisis failure: use and pollution have exceeded the regeneration capacity of natural systems for too long.

When the water goes red

The report deliberately uses economic language. Many countries, the authors explain, have first consumed all their annual “income” from renewable water and then affected the “savings”: deep aquifers, glaciers, wetlands. The result is a red account that cannot be cleared.

The consequences are already visible. About 70% of major aquifers show long-term decline; over half of the world’s great lakes have lost volume since the 1990s; dozens of large rivers no longer reach the sea for part of the year. In some cities the soil sinks up to 25 centimeters per year due to the compaction of the emptied aquifers.

“Many regions are living beyond their hydrological means and many critical water systems are already bankrupt,” says Kaveh Madani, director of UNU-INWEH and lead author of the report.

It’s not a “natural” drought

One of the clearest elements of the document is the distinction between climate variability and anthropogenic drought. Increasingly, water shortages do not depend on a lack of rain, but on decades of withdrawals and degradation. Even an apparently wet territory can be water bankrupt if the balance between income and expenditure is compromised.

The weight of agriculture is central: it absorbs approximately 70% of global freshwater withdrawals. Today, over 170 million hectares of irrigated land are subjected to high water stress, while salinisation has already damaged vast arable areas. “Millions of farmers are trying to produce more food with dwindling water sources,” warns Madani.

A global problem, effects everywhere

Water bankruptcy does not only affect arid countries. Water systems are interconnected through trade, migration and food markets. More than half of the world’s food is produced in regions where water supplies are declining or unstable. When water runs out in a basin, the effects ripple through prices, food security and social tensions.

According to the report, nearly three-quarters of humanity lives in countries classified as water insecure or severely insecure. Over 4 billion people experience severe water scarcity at least one month a year; 2.2 billion do not have access to safely managed drinking water.

From crisis management to failure management

The political message is clear: continuing to chase emergencies is no longer enough. The UN calls for a paradigm shift towards managing water bankruptcy, which means setting credible limits, protecting the natural capital that produces and stores water and accompanying just transitions for the most affected communities.

Water, the report highlights, is not just a risk. It can become a concrete platform for cooperation in a fragmented world, an investment capable of generating cross-benefits on climate, biodiversity, soil, health and food security.

“Water bankruptcy is becoming a factor of fragility, displacement and conflict,” warns Tshilidzi Marwala, rector of the United Nations University. Recognizing it does not mean giving up, but taking note of the limits to avoid irreversible losses. Postponing, the UN warns, only makes the deficit deeper.
