Black November for transport: the 2026 strike calendar and the most critical days

November 2026 will be a month of mobilizations throughout Italy, with strikes that will mainly involve the transport sector, but also schools, universities, healthcare, telecommunications and public services. From Milan to Rome, passing through Genoa, Venice, Naples and Bari, there are several days in which commuters and travelers could find themselves dealing with delays, cancellations and inconveniences.

The dates to keep an eye on most are 20 and 21 November, when nationwide mobilizations are expected which could affect both public services and railway connections. But the protest calendar has been busy since the second week of the month.

Behind the unrest there are demands which mainly concern wages, contract renewals, working conditions and employment protection. Here are the strikes announced and what to know before travelling.

9 November: Italo strike and public transport in Genoa and Palermo

The first particularly delicate day will be Monday 9 November, when Italo NTV railway staff will stop from 9.01am to 4.59pm.

The mobilization, proclaimed by Filt Cgil, Fit Cisl, Ugl Ferrovieri, Fast Confsal and Orsa Ferrovie, comes after months of negotiations on the contractual renewal which, according to the unions, have not produced satisfactory answers.

The workers are asking for adequate wage increases, better conditions for on-board and station staff, greater guarantees in company reorganization processes and interventions in the field of social security and parenting.

On the same day, unrest is also expected in local public transport. In Genoa AMT employees will fold their arms from 11.30am to 3.30pm, while in Palermo the AMAT staff strike is scheduled from 11am to 3pm.

10 and 11 November: railway freight and telecommunications stop

Between Tuesday 10 and Wednesday 11 November the rail transport of goods will be affected by the protests. SBB Cargo Italia staff have announced an eight-hour strike, from 9pm on 10 November to 4.59am the following day.

Wednesday 11 November will instead be the turn of the telecommunications sector, with a national strike planned for the entire day.

The mobilization will involve workers in the sector and was proclaimed by the trade union organizations Ugl Telecommunications, Slc Cgil, Fistel Cisl and Uilcom Uil.

November 13: ATM strike in Milan and bus strike in Venice

Friday 13 November could be a complicated day for those who use public transport in Milan.

The Al Cobas union has called a 24-hour strike of ATM staff, from 00:00 to 23:59. The unrest could have repercussions on the circulation of subways, buses and trams, with respect to the foreseen guarantee bands.

On the same day, a 24-hour mobilization of ATVO employees was announced, the company that manages numerous bus connections in the Venice area and in eastern Veneto. Even in this case, changes or cancellations of trips may occur.

November 14: buses at risk in Bari

On Saturday 14 November it will be the turn of the workers of AMTAB, the company that manages urban public transport in Bari.

The strike will last 24 hours and may cause disruptions on city bus lines. However, the provisions on minimum guaranteed services will remain applicable.

November 16: public transport strike in Naples

A four-hour mobilization of ANM staff, the Neapolitan mobility company, is scheduled for Monday 16 November.

The strike, expected from 11:00 to 15:00, could affect the regular functioning of the transport services managed by the company. Any interruptions will depend on the workers’ participation and the methods communicated by the company.

20 November: general strike, involving schools, healthcare and public administration

One of the most important days on the calendar will be Friday 20 November, when a national general strike is announced which will affect various public and private sectors.

The repercussions could affect schools, universities, research institutes, healthcare facilities, central and local administrations and other public services.

In the school sector, the mobilization may involve teachers, managers and administrative, technical and auxiliary staff (ATA), with possible consequences on the regular conduct of lessons.

The actual impact will depend on staff buy-in and the provisions applicable to individual services.

20 and 21 November: national train strike for 23 hours

Particular attention must be paid to those traveling by train between Friday 20th and Saturday 21st November.

In fact, railway staff and rail freight transport workers will be suspended from work from 9pm on 20 November to 8pm on 21 November, for a total duration of 23 hours.

The unrest could cause delays, changes and cancellations of rail connections, although not all trains will necessarily be affected.

Mobilizations in local public transport are also planned for Saturday 21 November, according to the methods of the individual proclamations.

Also on 21 November, from 1pm to 5pm, a four-hour national strike by ENAV staff is announced, with possible repercussions on air connections.

22 November: strikes at the airports of Milan Malpensa and Venice

Sunday 22 November will be another date to mark for those who have to take a plane.

At Milan Malpensa airport, a 24-hour mobilization of ENAV employees is planned, proclaimed by RSA Fast, Confsal and Av. Abstention from work is announced from 00:01 to 23:59.

On the same day, at the Marco Polo airport in Venice, the security workers of the Sicuritalia IVRI company will go on strike. Also in this case the protest will last 24 hours, from 00:00 to 23:59.

The two disturbances could lead to slowdowns in airport operations and possible changes to flights. Those with a scheduled departure should check airline and airport communications before reaching the airport.

23 November: Iren workers’ strike

Monday 23 November will be the turn of the employees of the Iren group, a company active in the energy, water service and environmental management sectors.

The mobilization was proclaimed by the trade union organizations Filctem Cgil, Femca Cisl, Flaei Cisl and Uiltec Uil and will concern the company’s staff according to the methods defined by the promoting acronyms.

November 2026 strikes: what are the guarantee bands?

A day of strike does not automatically lead to the suspension of all services. In sectors considered essential, such as transport and healthcare, specific rules are established to guarantee certain services.

For local public transport, buses, trams and subways must comply with the guarantee bands established by the applicable provisions. Hours may vary from city to city.

Guaranteed services also exist in rail transport, while for the aviation sector particular protections are provided for certain time slots and connections.

It should also be remembered that announced strikes can be revoked, postponed or modified, even a few days before the scheduled date.

To check updated information, you can consult the official strike calendar of the Ministry of Infrastructure and Transport and the websites of individual companies.

Those who have to travel, especially between November 20th and 22nd, would therefore do well to check the status of the connections before leaving, without assuming either that all trips are canceled or that the service will run regularly.
