Eni discount of 30% on electricity and gas bills: the price list rises by 21% and triggers a report to the Antitrust

Consumerismo Non Profit has announced a report to the Antitrust on the promotion with which Eni Plenitude advertises a 30% discount on electricity and gas prices. On 1 October 2026, the association announced that it had prepared the report, to also be sent in copy to the Government, contesting above all the comparison used to describe the savings. In the center there are two numbers: the discount has gone from 15 to 30%, while the price list used to calculate it has risen by around 21%.

The consequence can be seen in the price paid by those who came from another supplier. According to Consumerismo’s reconstruction, on 30 September, with the old price list and the 15% discount, electricity cost around 0.1459 euros/kWh and gas 0.612 euros/Smc. From 1 October, with the discount doubled to 30%, the figure will reach approximately 0.1455 euro/kWh and 0.609 euro/Smc respectively. Three decimals and a lot of marketing later, we’re pretty much in the same place.

Consumerismo defines the communication as “misleading” and entrusts the Antitrust with the evaluation of any deceptiveness. The distinction is necessary: ​​the report does not equate to a decision by the Authority and, at the moment, that of the association remains a dispute, not a finding of unfair commercial practice.

The discount doubles, the price list goes up

On September 29, Eni presented Fixa Time 24 Smart, announcing a “30% discount on electricity and gas costs” compared to the main fixed-price Plenitude offer. The group estimated an advantage of around 100 euros a year on electricity and the same on gas, for a total of around 200 euros for those who choose both supplies.

That 30% exists. The problem raised by Consumerism concerns the number from which it is subtracted. According to data collected by the association, until 30 September the price list was 0.1716 euros/kWh for electricity and 0.72 euros/Smc for gas. For those who changed supplier, a 15% discount was already foreseen, which brought the two values ​​to approximately 0.1459 and 0.612 euros.

From 1 October the reference became 0.2079 euro/kWh for electricity and 0.87 euro/Smc for gas: approximately 21% more. These are the values ​​also indicated on the current official page of Fixa Time 24 Smart. By applying the new 30% discount, the fees drop to approximately 0.1455 euros/kWh and 0.609 euros/Smc.

On the consumption used by Eni itself to present the offer, 2,000 kWh of electricity and 600 Scm of gas per year, the difference between the two promotional prices on the consumption component alone is approximately 2.46 euros per year, without considering the further discount provided with the direct debit. Consumerism rounds the result to around 2 euros.

How Eni reaches the announced 200 euros

The approximately 200 euros indicated by Eni derive from a different comparison. In the methodological note of the press release, the group specifies that the annual expenditure of the Fixa Time 24 Smart is compared with that of the Fixa Time 24 Base from 1 October, using as an example a home with 2,000 kWh of annual electricity consumption and a gas customer of 600 Smc.

Eni’s account and Consumerismo’s account therefore answer two different questions. Eni calculates how much you save with the new discounted offer compared to its basic offer in force from 1 October. Consumerismo instead compares what a new customer would have paid on September 30th with what they pay from the following day.

In the first comparison the discount is 30% compared to the new base price. In the second, the promotional price of the raw material remains almost unchanged despite the doubling of the discount percentage.

30% is not 30% of the bill

Then there is another distinction. The 30% applies to fixed consumption charges, not to the entire amount that arrives on the bill. The same Plenitude page specifies that the discount is equivalent, for the typical customer and before taxes, to approximately 17% of the annual expenditure for electricity and 18% for gas.

There also remains a Marketing and Sales fee equal to 144 euros per year for each supply, indicated by Plenitude as invariable for the entire duration of the economic conditions. Added to this are the other components of the bill, including transport, meter management, system charges and taxes.

“30% discount on fees” and “30% lower bill” may seem like the same thing when read quickly. When the bill arrives, however, they are two very different percentages.

Plenitude: the discount absorbs the increase in costs

Eni’s position is contained in the same press release dated 29 September. The group explained that from 1 October Plenitude would keep raw material prices unchanged for customers, taking on the recent increases in supply costs.

In this reading the basic price list increases, while the transition from the 15 to 30% discount serves to compensate for the increase and to keep the final price of the raw material almost unchanged. And it’s an explanation that fits the numbers: the price list goes up, the discount increases and the discounted price remains almost unchanged.

Consumerism’s challenge concerns the way in which this operation is presented to the consumer. The association claims that the reference to 30% and around 200 euros in savings can give a very different image compared to the comparison with the offer available just the previous day. Eni, for its part, indicates its Base offer from 1 October as a point of comparison. The Antitrust will evaluate the commercial communication, if it follows up on the report announced by the association.

Finally, there is a discrepancy regarding deadlines. The Eni press release presents Fixa Time 24 Smart as available for those who join by October 24th. The Plenitude commercial page instead indicates that the current economic conditions of the offer can be subscribed until 14 October 2026. Ten days difference.
