Gaza, cease fire in sight: Hamas opens to the negotiations, the full text of the response on Trump’s 20 points

The situation on the field remains tense: the Israeli army has received the order to stop the offensive operations in Gaza City in view of the possible implementation of the first phase of the plan, but localized clashes and sporadic bombings continue. Thirty minutes after the spread of Hamas’s response to the peace plan, Trump intervened on Truth stating that, in his opinion, the Islamist movement has given concrete signals of wanting to get to a stable peace. He asked Israel to immediately stop the bombings on Gaza to allow the safe and quick release of the hostages, defining the current situation too dangerous to proceed. He also explained that negotiations are already underway to define the details of the agreement and stressed that the stakes go beyond the strip: it concerns the entire peace perspective in the Middle East, expected for decades.

What are the 20 points of the peace plan in the Middle East

  1. Gaza will be a deradicalized and free area of ​​terrorism that will not constitute a threat to its neighbors.
  2. Gaza will be reconstructed for the benefit of the population of Gaza, who has already suffered enough.
  3. If both sides accept this proposal, the war will end immediately. Israeli forces will retire to the agreed line to prepare for the release of the hostages. During this period, all military operations, including aerial and artillery bombings, will be suspended and the battle lines will remain frozen until the conditions for the complete retreat are satisfied.
  4. Within 72 hours of the public acceptance of this agreement by Israel, all hostages, living and deceased, will be returned.
  5. Once all the hostages have been freed, Israel will release 250 prisoners sentenced to life imprisonment plus 1,700 inhabitants of Gaza arrested after 7 October 2023, including all women and children held in that context. For each Israeli hostage whose corpses will be returned, Israel will return the corpses of 15 inhabitants of Gaza deceased.
  6. Once all the hostages have been returned, the members of Hamas who will commit themselves to coexist peacefully and dismantle their weapons will be graceful. The members of Hamas who wish to leave Gaza will be guaranteed a safe passage to the reception countries.
  7. Once this agreement has been accepted, complete aid will be immediately sent to the Gaza Strip.   8. The opening of the Rafah pass in both directions will be subject to the same mechanism implemented as part of the agreement of 19 January 2025.
  9. Gaza will be governed by a technique and apolitical Palestinian committee, responsible for the daily management of public services and municipalities for the population of Gaza. This committee will be made up of qualified Palestinians and international experts, with the supervision and control of a new international transition body, the “Pace Council”, which will be led and chaired by President Donald J. Trump, with other members and heads of state to be announced, including the former Prime Minister Tony Blair. This body will define the reference framework and manage the funding for the reconstruction of Gaza until the Palestinian authority has completed its reform program, as outlined in various proposals, including the peace plan of the 2020 Trump president and the Saudi-French proposal, and will be able to resume Gaza control safely and effectively. This body will appeal to the best international standards to create a modern and efficient government that is at the service of the population of Gaza and favors investments.
  10. A Trump economic development plan will be developed to reconstruct and relaunch Gaza, convening a group of experts who have contributed to the birth of some of the flourishing modern cities of the Middle East. Many weighted investment proposals and exciting development ideas have been developed by well -intentioned international groups and will be taken into consideration to summarize the security and governance paintings in order to attract and facilitate these investments that will create jobs, opportunities and hope for the future of Gaza.
  11. A special economic area will be established with preferential rates and access rates to be negotiated with the participating countries.
  12. Nobody will be forced to leave Gaza and those who wish to leave will be free to do so and free to return. We will encourage people to stay and offer them the opportunity to build a better Gaza.
  13. Hamas and the other factions agree not to play any role in the governance of Gaza, neither directly, nor indirectly, nor in any other form. All military, terrorist and offensive infrastructures, including tunnels and weapon production plants, will be destroyed and not reconstructed. There will be a process of Smilitarization of Gaza under the supervision of independent observers, which will include the definitive implementation of weapons through an agreed process of dismantling, supported by an internationally financed recourse and reintegration program, all verified by independent observers. The new Gaza will fully commit himself to building a prosperous economy and peacefully coexist with his neighbors.
  14. Regional partners will provide a guarantee to ensure that Hamas and factions respect their obligations and that the new Gaza does not represent a threat to its neighbors or for its population.
  15. The United States will collaborate with the Arab and international partners to set up an international stabilization force (ISF) temporary to be deployed immediately to Gaza. The ISF will train and provide support to the Palestinian police forces controlled in Gaza and will consult with Jordan and Egypt, who have vast experience in this field. This force will constitute the long -term solution for internal safety. The ISF will collaborate with Israel and Egypt to help guarantee the safety of the border areas, together with the Palestinian police forces just trained. It is essential to prevent the entry of ammunition to Gaza and facilitate the rapid and sure flow of goods to reconstruct and revitalize Gaza. The parties will agree on a conflict resolution mechanism.
  16. Israel will not occupy or annex Gaza. As ISF will establish control and stability, the Israeli defense forces (IDF) will retire on the basis of standards, fundamental and timing stages related to demilitarization that will be agreed between the IDF, the ISF, the guarantees and the United States, with the aim of guaranteeing the safety of Gaza, which will no longer constitute a threat to Israel, Egypt or its citizens. In practice, the IDF will progressively cease the territory of Gaza which occupies to ISF according to an agreement that will enter into the transition authority until its complete withdrawal from Gaza, except for a presence of perimeter security that will remain until Gaza will be adequately protected by any terrorist threat.

Is a ceased the fire really close?

The opening of Hamas is an important political step, but does not equate to an immediate end of the conflict. Some points of the plan, such as total demilitarization and complete exclusion of Hamas from governance, are extremely delicate and could slow down everything.
