In American laboratories, this time, the problem arrives before the test tube. Before the telescope. Before the biological sample. Even before the question that a researcher tries to put together after months of distorted data, long nights and terrible coffee.
It comes with the most boring face of power: a module. A procedure. A line inserted into a federal regulation, one of those that seem written specifically to go unnoticed. Then you actually read it and the atmosphere changes. Public research funds should go through a preliminary review by politically appointed officials. They call it transparency, accountability, supervision. Three clean, administrative, almost reassuring words.
The scientific community sees something else: an open door to political control of scientific research in the United States. At that point the noise changes. That of the laboratories leaves room for that of the permit.
The proposal was published May 29, 2026, in the Federal Register and addresses federal rules on public funds, including grants and research programs. The consultation remains open until 13 July 2026, so the text remains a proposal. This detail must be kept firm. But the document exists, it is there, written in that flat language that often precedes big things. Within that composure you can already see the movement: the scientific research in the USA risks slipping from a system based on evaluation between experts to a system in which politics can decide who passes and who stays out.
The word comfortable
“National interest” is a very convenient formula. It seems like one of those words we should all nod at, because contesting it immediately makes you seem like the strange one, the one who lives locked in the laboratory with a rumpled lab coat and a test tube in his hand. Big enough to seem noble, vague enough to contain almost anything.
In the text, however, this formula ends up above a mechanism very concrete. Before funding a project, someone politically appointed will have to look at it and decide whether it is in the agency’s priorities, in the law, in the national interest. Inside the perimeter. Inside the frame. Inside what the administration considers useful. The science that remains outside remains on the threshold, with the question in hand and the badge around its neck.
The regulation requires the heads of federal agencies to designate one or more senior appointees for a preliminary review of all discretionary funding. Politically appointed figures, called upon to use independent judgment. There peer reviewi.e. the evaluation between experts, remains on the table as an advisory opinion. Scientists can evaluate, discuss, advise. Then the decision can take another path. And that other path has a political color, a chain of command, an administrative loyalty.
For decades, part of America’s scientific strength was precisely this: a project could seem strange, not very usable, even inconvenient, and only find space if the scientific community deemed it solid. Basic search works like this. He makes wide turns. He’s wrong. It wastes time. Sometimes it arrives in a place that no one promised during the election campaign. This is exactly what it is for. If every question must first demonstrate that it pleases the political present, many questions are born already polite, which is an elegant way to make them die.
Good science
The formula also appears inside the proposal Gold Standard Sciencelinked to the executive order with which the White House he spoke of a science that was transparent, reproducible, clearly communicated, rigorous in its methods and free from conflicts of interest. Taken like this, it seems unassailable. Everyone wants solid, verifiable, clean science. Nobody dreams of opaque laboratories, fluctuating data and conclusions written with the pencil of marketing. If it becomes a political criterion for distributing funds, good science risks becoming the welcome science.
The text says that, for science funding, agencies should include metrics to measure progress towards Gold Standard Science and consider institutions’ commitment to integrity, rigor and reproducibility. In another context they would be perfect regulation words. Here they arrive together with the request for consistency with the President’s political priorities. And when two things are placed in the same corridor, sooner or later they meet.
Science has enough problems already. Uncertain funds, precariousness, suspended careers, laboratories that live on tenders, poorly paid doctoral students, researchers forced to fill out applications in order to research. Adding a filter on top of this system means making everything more fragile. Especially what takes years. Especially what can disturb.
The border is tightening
Then there is another weighty step: federally funded research and development should follow a pattern domestic-first. First the United States. The rest afterwards, if it is needed, if it is convenient, if it falls within the agency’s mission, if it responds to the administration’s priorities, if it is considered useful to the national interest.
Foreign entities will only be able to receive funds in limited cases. The international elements of the projects must also be justified, coherent and useful. Every collaboration must present itself well. Combed too. With the cards in order and a reason convincing enough to overcome the new gap.
On paper it looks like protection. In practice it can become isolation. Contemporary science lives on networks, shared samples, climate data collected on multiple continents, telescopes built together, international space missions, medical studies that require different populations, skills scattered in distant places. Turn off the collaboration tap with a formula domestic-first it may seem patriotic only until the moment you have to study a pandemic, an ocean, the atmosphere, a rare disease, a particle, Mars.
The alarm comes from a community that has already seen cuts, pressures, reviews, frozen funds, agencies forced to move within increasingly narrow priorities. There National Science Foundation published the budget request page for 2027, while the NASA appears in budget documents with a reduced presidential request compared to previous levels. Even without turning every issue into a funeral, the signal is readable: fewer resources, more surveillance, more alignment.
The red light

Put this way, it may seem like an American emphasis, that tendency to transform every controversy into a movie scene. This time the theater covers a simple fact: if politics can decide which research deserves funding based on its priorities, science stops being a place where questions are asked and becomes a place where accepted answers are learned.
The damage is not seen immediately. Some projects disappear before they begin. Some researchers change their question. Certain laboratories understand the air and adapt. And when a question disappears before being asked, no one can measure what we have lost. Science is useful even when it contradicts. When it slows down. When he says that a political choice has consequences. When he studies what the powers that be would prefer to reduce to an ideological nuisance.
For this reason, the word “national interest” should be handled with kid gloves, especially when it comes into research funding. Because a nation that only finances convenient questions tells itself that it is protecting itself. Usually he is just narrowing down his own ignorance. The laboratory remains there.
