Zero tolerance for those who throw waste from the car: from now on, savory fines are risking and also the arrest

That automatic and uncivilized gesture of launching a butt, a paper or a bottle from the car window, from 9 August 2025 it can turn into a very serious problem.

With the entry into force of the decree-law of 8 August 2025, n. 116, Italy challenges one of the most common and dangerous forms of rudeness, introducing a sanctioning apparatus that aims to be a definitive deterrent. The more disruptive novelty? It will no longer be needed to be caught in flagrant by a patrol. From now on, the electronic eye of any camera, public or private, will be able to trigger very high fines, the suspension of the license and, in the most serious cases, even the arrest.

The eye of the cameras becomes a legal proof

The real revolution introduced by the new legislation lies in the modification of article 15 of the Highway Code. Until yesterday, immediate dispute was necessary to sanction a motorist. Now, the police are authorized to use the images of video surveillance systems – from municipal to motorway, to private cameras – as an irrefutable test.

A frame that immortalizes the vehicle plaque while a refusal is launched will be enough to start the procedure. The local police will thus be able to trace the owner of the vehicle and notify the penalty directly at home, even after days. A turning point that aims to affect that sense of impunity that has always accompanied this gesture of incivility.

From the fine to arrest: an escalation of sanctions

The new decree establishes a clear distinction based on the nature of the abandoned refusal, with an escalation of penis designed to be proportional to potential damage. Let’s see in detail what you risk:

Not only fines: suspension of driving license and confiscation of the vehicle

In addition to the heavy pecuniary and prison sanctions, the decree introduces accessory measures that directly affect the possibility of driving. For violations that constitute a crime, the driving license for up to six months is expected.

The rule becomes even harder when the offense is committed using a corporate vehicle. In this case, the confiscation of the vehicle can be triggered, unless you demonstrate that the owner (the company) is completely foreign to the crime. In addition, the owners of the companies are called to respond by omitted vigilance on the work of their employees, risking penis up to five and a half years if their vehicles are used to unlawfully unload waste.

A dual objective: road safety and environmental protection

This close legislation is not dictated only by a question of urban cleaning and decoration. As pointed out by Luigi Altamura, Commander of the Local Police of Verona and Anci Referent for Italy, the implications are much deeper. “It is not just a question of urban decoration – explains Altamura – a refusal launched by a car can affect a motorcyclist or cause chain accidents. Furthermore, it can cause serious environmental damage”.

A butt can trigger a fire, a plastic bottle can end up in a watercourse and from there to the sea, contributing to pollution from microplastics. With the use of cameras as “invisible sentries”, the government hopes to repress a behavior that puts the safety of people at risk and the health of our planet. The question that many ask themselves, however, remains: will the threat of record fines and prison be enough to eradicate such a widespread habit and such a profound ignorance of the rules of civil coexistence and respect for the environment?
