The new 115 euro bill bonus is causing discussion even before it arrives in Italians’ homes. The government conceived it as targeted aid for the most fragile families, but the tightening of ISEE requirements immediately sparked controversy. The discount, which can be combined with the electricity social bonus, will bring an overall discount of up to 315 euros in 2026, but will remain exclusive to those who already benefit from social support. No enlarged audience up to 25 thousand euros of ISEE, therefore, as had initially been feared.
Who can get it: ISEE requirements
To receive the new contribution, an ISEE of no more than 9,796 euros is required for families with up to three dependent children. The threshold rises to 20 thousand euros for families with at least four children. Anyone who falls within these limits will automatically receive both the social bonus (around 200 euros per year) and the new extraordinary contribution of 115 euros.
There is no question: the disbursement will be automatic, provided that the ISEE is updated and that the bill holder coincides with the beneficiary. A detail that is not secondary, especially for those who live in rent with utilities registered in the owner’s name.
The definitive timing depends on the resolution of Arera, the regulatory authority for energy, networks and the environment, which will have to establish operating methods and accreditation calendar. The goal is to complete the process by spring.
The “voluntary” bonus of up to 25 thousand euros
The decree also provides for a second measure, less structured and much discussed: a voluntary bonus for families with ISEE up to 25 thousand euros, however excluded from the social bonus. In this case, the discount – up to around 60 euros – is not guaranteed. Individual energy suppliers will decide whether to apply it. Companies that join will be able to obtain a certificate from Arera, which can also be used for promotional purposes. There are no direct economic incentives for sellers, and this makes the actual spread of the discount uncertain.
The controversy over the small audience
The criticisms were not long in coming. The preliminary versions of the provision envisaged extended support of up to 25 thousand euros of ISEE, with a smaller amount. The final choice to concentrate resources on the lowest incomes reduced the number of beneficiaries, leaving out many families affected by high energy costs but just above the established thresholds.
For the government this is a targeted and sustainable measure. For the opposition and some consumer associations, however, it is an insufficient and too selective intervention. The result is a more substantial bonus for a few, but which reignites the debate on equity and coverage in a year still marked by the uncertainty of energy prices.
