Enamels and nail gels: from 1 September you can no longer use these two toxic substances in the EU

The nail cosmetics sector is about to face an important change. With Regulation (EU) 2024/197, published in the Official Gazette of the European Union on January 5, 2024, the EU updated Annex VI of the CLP Regulation (EC 1272/2008) relating to the classification, labeling and packaging of dangerous substances.

Among the affected substances, two in particular – widely used in gel enamels and nail reconstruction treatments – have been classified as reproduction toxics (category 1b) and will be prohibited starting from 1 September 2025.

The two prohibited substances

Both are now classified as CMR (carcinogenic, mutagene or toxic to play reproduction), specifically in the reppr. 1b, or substances with probable negative effects on human fertility or embryonic/fetal development.

What does the regulation provide

Starting from 1 September 2025:

This means that hairdressers, beauticians and onicotechnics, considered in all respects “professional final users”, will no longer be able to use non -compliant products starting from that date.

Those who work in the sector will have to check the labels of products in use or in stock and stop using them if they contain one of the two prohibited substances. It will not have to have purchased the products before 1 September 2025: the use will still be prohibited.

Any different communications from retailers or distributors – such as “you can continue to use it while stocks last” – are not compliant with the EU regulation and must be considered misleading.

This prohibition is part of a wider process of revision and updating of EU standards on cosmetics and chemicals, with the aim of protecting the health of operators and consumers. The classification of dangerous substances is in fact in constant evolution, as new scientific evidence emerges on the long -term effects of the various ingredients.
