Incentives for boilers, heat pumps and solar panels are about to return: the Conto Termico 3.0 reopens

Portaltermico could “probably” reopen on April 13th.

On 3 March 2026, the GSE announced the temporary suspension of sending new requests for the Thermal Account 3.0. The decision was taken prudently after it had reached the record figure of around 1.3 billion euros in just a few days, making a pause necessary to verify financial sustainability with respect to the annual spending limits.

The reopening of the portal

The strong signal on the need for these funds seems to have had the desired effects. Confirming this are the statements of Vinicio Moses Vigilante, CEO of the GSE, who spoke in Trieste during the event “Sport in the Region – Opportunities and Funds for Regional Sport”. As reported by Staffetta Quotidiana, Vigilante announced that, thanks to the close coordination between the GSE and the Ministry of the Environment and Energy Security (MASE), the portal for direct access to incentives “will reopen in the coming weeks, probably on April 13th”.

How the direct contribution works

The great demand for this measure is dictated by the fact that, unlike classic tax deductions, the Conto Termico 3.0 stands out for being a direct contribution paid by the GSE. From an economic point of view, the mechanism works because it recognizes on average 65% of eligible expenses. In some specific cases, coverage can even reach 100%, as envisaged for interventions on public buildings located in small municipalities (under 15,000 inhabitants) or for the demolition and reconstruction of very high energy performance buildings (NZEB).

The range of permitted interventions includes the production of thermal energy from renewable sources: it includes the installation of heat pumps, biomass boilers, solar thermal systems, hybrid systems and small geothermal systems. One of the most significant technical innovations concerns the inclusion of incentives for photovoltaic systems with storage systems and charging stations, as long as they are installed together with the replacement of the old system with electric heat pumps.
As regards the disbursement of incentives of an amount less than or equal to 5,000 euros, the contribution is paid in a single instalment. It remains essential for private individuals to respect the bureaucratic deadline: the application must be submitted strictly within 60 days of the conclusion of the works.
