In Rome, the blocking of Euro 4 and Euro 5 vehicles, scheduled for 1 November 2025, was avoided. The Lazio Region has in fact approved a resolution that modifies the regional plan for air quality, allowing the Municipalities – and in particular in Rome Capital – to introduce alternative measures to the total blocking of circulation, as long as they guarantee the same environmental effectiveness. A decision awaited by thousands of citizens, worried about the economic and practical consequences of the ban.
Alternative strategies and monitoring
The new approach provides that Municipalities can implement tools other than a total block, for example through incentives for sustainable mobility, reductions in heating periods and urban planning interventions such as forestation and cycle paths. Exceptional access methods or the Move-In system, which do not meet proven environmental effectiveness criteria, are not considered valid alternatives to blocking. The objective is to avoid punitive measures, focusing on concrete and measurable actions that reduce emissions of pollutants such as PM10, PM2.5 and NO₂.
Investments for air quality
The Lazio Region, in collaboration with the Ministry of the Environment and Energy Security (Mase), has allocated a total of 25 million euros for interventions aimed at improving the air in the urban area of Rome and in the Sacco Valley. The resources finance various actions: 10 million for the replacement of commercial vehicles, 10 million for cycle-pedestrian infrastructure, 4 million for the replacement of biomass boilers below 4 stars and 1 million for awareness and information activities.
The measures of Rome Capital
The Municipality of Rome actively participated in the process, presenting plans for alternative measures to the bans, in order to avoid the tightening of traffic restrictions. In particular, Roma Capitale will introduce additional measures to compensate for the absence of the lockdown: among these, the reduction of the heating period and urban forestation projects. The electronic gates of the Green Zone ZTL, while remaining active, will not be used for automatic fines, but only to monitor traffic and support targeted checks.
Towards more sustainable mobility
The resolution represents an important step towards sustainable and socially fair mobility, avoiding generalized blocks and promoting effective and shared solutions. The model chosen by the Region aims to combine environmental responsibility, technological innovation and concrete incentives, supporting citizens in the ecological transition without imposing economic sacrifices.
