Preheat the oven to 220°C. Line a large baking tray with baking paper, remove and discard the outer leaves of the cauliflower (don’t throw them away, you can make excellent pestos); cut the stems. Place cauliflower heads, stem side down, on a cutting board; cut 2 steaks from center of each. Save the remaining cauliflower for another use. Arrange the steaks in a single layer on the prepared baking sheet.

Mix 2 tablespoons oil with 2 tablespoons Parmesan, lemon zest, and salt in a small bowl until smooth. Brush the mixture over the top of each cauliflower steak (about 1 tablespoon each). Bake until cauliflower is fork tender, about 20 minutes.

Meanwhile, combine breadcrumbs, garlic, 1 tablespoon oil, and remaining 2 tablespoons Parmesan in a small bowl.

Remove the cauliflower from the oven, reduce the temperature to 200°C. Sprinkle the breadcrumb mixture evenly over each steak; Press gently to adhere.

Bake until breadcrumbs are golden, about 5 minutes. Season the cauliflower steaks with the remaining tablespoon of oil and serve with lemon wedges.
